Benito Mussolini, who coined the term "fascism" literally wrote:

"The Fascist conception of the State is all-embracing; outside of it no human or spiritual values can exist, much less have value. Thus understood, Fascism is totalitarian, and the Fascist State – a synthesis and a unit inclusive of all values – interprets, develops, and potentiates the whole life of a people."

So from that deffinition it absolutly can be said much of the communists, kings, and religions, even before the 20th century, were fascist. Saying just because a term hadn't been invented yet makes it not applicable isn't a good argument. It's like saying science never happened until the invention of the term in the mid 2nd millenium.

A technocracy is just a government of people who claim to be experts in a certain field, so to extend that to expertise in a certain orthadox religious interpretation isn't much of a stretch... it's semantics really.
